Kindly see an ENT Surgeon for proper evaluation and management

I want to know if blowing of baby's nose is harmful. That is blowing in one nostril and let the mucus come out from the other.

No, it is not advisable to do that, rather use a suction syringe to remove the mucus.
Saline drops can also be used to help soften the mucus so that it can easily flow out.

What can make a baby of four months nose to be making sound during breastfeeding?

It depends on the sound. It may be normal or abnormal so you may need to take the child to see a doctor who can evaluate the child first to know if the sound is something to worry about or not
