How can you bath a newborn with cold water?

I went to visit a neighbor who just delivered. I noticed they were bathing the new born with cold water, I mean a 5 day old baby

Please is it just me? Or that isn't suppose to be?

Yes for room temperature. Yes but it depends on the time of the year.
Fairly warm water does it for me
