Good morning. That looks like Conjunctivitis (inflammation of the conjuctiva due to infection or irritation). Clean with cotton wool and saline. Don't use napkin to clean as it will return the germs back to the eye again. He may need antibiotic eye drops. I try not not prescribe medicine here. So visit a clinic for a doctor to see it.
