It might be a sign of teething and dropping the toys on the floor is the disadvantage of the toys but remember that the teething is not for long. Mine did not only suck his hands but his legs as well lol but he is over it now and no longer sucks fingers or feet.I use to place him on a clean side of the floor and give him soft toys.

Some babies are not a pacifier/dummy fans why not try soft toys or a teether and your baby might be showing signs of teething like excessive drooling and looking to put things in his mouth to bite with his gum.
