If you think they are boils, please see a doctor for proper medications. For fair skin, it's natural for a baby to be dark and then return back to the skin colour they are meant to have. Don't mix creams for your baby. Don't expose her directly to sunlight.

For the rashes use baby tributan, the skin color use chicco baby Soap
