If he is doing all that, he's fine. Is he your first child? First born children tend to catch up talking slower as, with our modern culture, parents aren't always around for them to copy/imitate. They babies learn to talk by imitating sound. It's easier for the children after the first born because they'd always be around the first born at a time where he/she would have already started to speak
