EBF baby can stay for 2 weeks without pooing because breast milk is easily absorbed in the body and they need to accumulate the waste before passing it out. Your baby have stayed 3 weeks, if your baby is uncomfortable, the poo is hard like that of an adult, if the the tummy is distended and any form of vomiting, Kindly see a pediatrician as soon as possible.

Your baby's throat is not dry you just feel that way. He is getting enough water from breast milk. 80% of breast milk is water and should be on exclusive breastfeeding till 6 months.
